Colorado Employee Benefit Trust (CEBT): Health, dental, and vision insurance

Update 4/25/25:

We want to keep you in the loop on the latest change to CEBT (health, dental, and vision insurance) open enrollment for the 2025–26 school year.

The insurance committee has been discussing potential options for the health insurance premium rates for this year. The premiums for health insurance are increasing this year by 16.5%. The insurance committee met last on April 15 to discuss possible options, and those options have been shared with the Board of Education, as the insurance committee is proposing that there be a cost-sharing of the premium increase between the employee and the employer.

The insurance committee has negotiated with our broker, CEBT, to permit us to offer four health insurance plans to employees next year. In addition to offering the High Deductible/Health Savings Account (HD/HSA) health insurance plan and the PPO4 and PPO5 health insurance plans we offered this year, we will also be offering a Surest 7 health insurance plan. The Surest 7 health insurance plan will have premiums that match our existing PPO5 plan (see current PPO5 rates, page 18), so this will offer a cost-neutral option for employees who currently utilize a PPO plan.

Linked here is the benefit guide (excluding the cost share), providing information regarding the four different plans on pages 12-16.

The insurance committee will reconvene to revisit rate structures for the HD/HSA, PPO4, and PPO5 plans. As a result, the open enrollment period for CEBT has been delayed. While new dates have not yet been set, open enrollment will begin no later than May 8, 2025.

We truly appreciate your understanding and flexibility as we work through these necessary steps. If you have any questions, please reach out to Payroll — we’re here to help you navigate this process.
