DAAC Report

District Accountability Advisory Committee streamlines operations, aligns activities to comply with state statutes

After spending 2005-06 rewriting its bylaws to comply with state statutes, the District Accountability Advisory Committee spent 2006-07 assisting schools in their efforts to create school-based accountability committees that met the requirements of state law as well. The committee also developed an accountability handbook and provided school and district accountability committee members with extensive training to better understand their role in school improvement activities.

Other accomplishments include a survey of school parent-teacher organizations' fund-raising activities to determine what services the PTOs supported, and the DAAC conducted its annual review of all school improvement plans.

Recommendations

DAAC Goals for 2007-08

Review each building’s school improvement plan to determine if it contains high, but achievable goals and objectives for the improvement of education, a plan to improve educational achievement, a plan to maximize graduation rates (secondary schools only), a plan to address any deficiencies noted in the CDE Annual Accreditation Report, a plan to increase the ratings for the building’s accreditation category, a report of the learning environment during the prior school year that includes specific information on conduct and discipline actions, a report of professional development opportunities provided to instructional staff during that school year, and recommendations relative to the prioritization of expenditures of school district moneys for that school. Make recommendations relative to the prioritization of expenditures of school district moneys in consultation with the school accountability committees. CRS 22-7-105

Prepare a report of the review of the school improvement plans and recommendations for the prioritization of expenditures for the superintendent and board of education. CRS 22-7-105, 205, 207

Prepare a report for the superintendent about the DAAC’s accomplishments for inclusion in the annual progress report to the public.

Participate in the development of a new accreditation contract proposal when guidelines from the state become available and under the leadership of the superintendent/director of student achievement. The proposal will require the review and approval of the board of education.

Support and facilitate the individual school accountability committees in a manner consistent with district policy.

Implement and assess the effectiveness of the committee’s bylaws.

If submitted, review the application of any proposed charter school as required by law and in the manner designated by the board of education.
